Linux is a third grade citizen in many areas in in their eyes, while probably having more Firefox users than Mac has - and besides, the open source community have supported Firefox and friends since forever, helping it grow and become popular, and the Mozilla guys still mainly care about the vendor lock-in and closed platforms. If the ~25 icons needed for Firefox could be quad-licensed (CC-BY-SA/MPL/LGPL/GPL), then it is likely that the icons could be included quickly in Firefox. The other Tango icons can of course keep their usual CC-BY-SA license.
